Animal Rescue of Fresno Supports Assembly Bill 1634 "The Healthy Pets Act"
- Over 400,000 cats and dogs are euthanized in California each year.
- Taxpayers are paying $250 million every year to shelter and euthanize pets.
- Voluntary spay/neuter programs aren't working.
- Mandatory spay/neuter laws are a common sense solution with a record of success.
- Abandoned and aggressive dogs endanger our neighborhoods.
- Pets that have been spayed or neutered are healthier.
- Overcrowded shelters make it difficult to recruit trained and caring workers.
- IT'S THE RIGHT THING TO DO! Spay/neuter laws are the humane solution to the booming population in our shelters. Bringing kittens and puppies into the world, only to abandon them to shelters and then death, just isn't right.
AB 1634 requires that nearly every dog and cat in the State of California be spayed or neutered. Certain exemptions are provided, including for show and sporting dogs, law-enforcement dogs, dogs used in search and rescue, pets that are too old or in poor health, and guide, service, and signal animals. Dog or cat owners found in violation of AB 1634 would be subject to a civil penalty of $500, which could be waived (like a "fix-it ticket") by authorities if their animals get spayed or neutered. All funds from permits and fines would be used to fund the administration, enforcement, and outreach efforts of the program as well as free or low-cost spay and neuter efforts.
